Contest by mail, in person, or by video: which wins more in Chicago?
Hearings are dismissed more often: 68% in person and 68% by video, against 59% by mail (decided cases on tickets issued 2023–2025, from the City’s own hearing records). That gap is real, but it is not proof a hearing would win your ticket: drivers pick the method, and the ones who show up may have stronger cases. What each one asks of you
- Mail or online. You send a written statement and your evidence. Nobody appears; the decision comes back by mail. A mailed contest counts by its postmark date.
- In-person hearing. You request a hearing and argue the ticket in front of a hearing officer at the City’s Department of Administrative Hearings.
- Virtual hearing. The same hearing, held by video at a scheduled time. If you request a hearing of either kind, plan to attend it.
When mail is enough
When your defense is a document, the hearing adds little. The most common reason mailed contests win for expired plates is “Affirmative Compliance Defense” (23,992 dismissals), which means proof the registration was valid. The same reason leads for no city sticker (12,795dismissals). Those two types were dismissed by mail 87% and 79% of the time.

Is it better to contest a Chicago parking ticket by mail or at a hearing?

Does contesting online win more than contesting by mail?
